I would like to express my condolences to Rod' s family, in particular, to his son Bill, whom I have never met. Your dad and I go way back (UFA), and we had many adventures, hunting and fishing together, all over the Adirondacks. I once saw him, in very heavy brush, hip shoot a partidge.
My mother, Shirley Steeper, and my grandmother, Agnes Zeuren, were good friends with your grandmother in Utica.

I met Chief Carr when he was a reporter and rode with me on patrol as an observer. He joined the SPD and I came to really appreciate his since of humer,loyalty, dedication to duty,and friendship. Police work was a special calling to him and we were lucky for that. I was proud when he became the Police Chief in Phoenix, but not as proud as he was.
He never changed, a good friend, sense of humor, dedication to duty, and of course, his family. I was lucky to have known him. I'll miss him.

We worked at WNYS-TV back in the '70's. Since we were both Utica natives, we would talk about the "good ole Utica days."

I was shocked to hear of Rod's passing. I knew him when he worked for Chittenango Police Dept after retiring from SPD. He always had a joke for me when he would call on duty or during the shift. Even after he left Chittenango and went to Phoenix PD he still e-mailed me and couldn't wait to send me his picture in his full dress uniform with the coment that it was a picture of the worlds oldest living police chief! His sense of humor and dedication to the job will be missed. RIP my friend.

I was shocked to hear of Rod's passing. I remember him fondly as a kid, when he and my father were partners on the SPD. I remember him being thrown in our family swimming pool at a picnic, and how absolutely hard he and my father used to make us kids laugh. I am shocked and saddened by the untimely passing of a good friend. I worked with Rod while I was a member of the News staff at WNYS TV, and always found him to be extremely dedicated to his craft. His expertise, compassion and understanding made him a true professional. I spoke with him on the telephone when I visited Phoenix in April of 2010 and due to certain circumstances was unable to meet with him in person. We e-mailed eachother several times and spoke of getting together the next time I visited Central New York. You will be missed, Rod. I will pray for your soul and the welfare of your family.

Mr. Carr was a sincere, no holds barred "father figure" to me since my own father passed on years ago.
He taught me the virtues of patience and tolerance and he never hesitated to greet me and ask about my own problems and TRULY WILL BE MISSED!

As a friend of Amy's, I would just like to extend my deepest sympathies to all who held Mr. Carr dear. Although, I never had the good fortune of meeting him myself, Amy has always spoken very highly of him, and based on her eye for character, I have no doubt that he was truly a good man. I knew Rod when he worked at WTLB in Utica. What a great voice and newsman he was. A few years ago Rod & I helped plan the WTLB reunion. We became friends all over again 40 years later. Since then we have exchanged e-mails and he would call me occasionally when I was on the air at WSEN -just to say hello and say he was listening. It was always great to hear from my old friend. One of the "good guys" is gone. First met Rod when he was a Dewitt Police Officer and I was with OCSD and patrolled that area. Than when he moved to SPD and he and I got to work together again. Through the years I have had contact with Rod and it seems he was in his "comfort zone" as Village Chief. It was a pleasure to have known Chief Carr and to have been a friend. God's peace, my friend.

I remember Rod when he first came on the Syracuse Police Department. We used to have many long talks and had lots of laughs together. It was just about two weeks ago that we talked on the phone for over half an hour about how much he like his job.
Rod was a professional in everything that he did, and was always concerned about others first. He will be missed by all of us.
